केंद्र सरकार के बाद सातवें वेतन आयोग की सिफारिशों के हिसाब से धीमे-धीमे सभी राज्य अपने कर्मचारियों को वेतन और अन्य भत्ते दे रहे हैं. एक के बाद एक कई राज्य इसे लागू कर चुके हैं. अब खबर है कि उत्‍तर प्रदेश के 16 लाख राज्य कर्मचारियों को सातवें वेतन आयोग (7th Pay Commission) की सिफारिशों के मुताबिक 6 महीने का एरियर 30 जून तक में दिया जाएगा. यह एरियर 1 जनवरी, 2016 से जून, 2016 तक बढ़ी सैलरी का होगा. 6 महीने का बढ़ा हुआ डीए भी जून में आ जाएगा.

State Bank Of India Reports Record Loss Of $1.1 Billion In March Quarter



State Bank of India (SBI) reported a loss of Rs. 7,718 crore ($1.1 billion) – its biggest ever – in the January-March quarter, as the country’s biggest lender set aside more provisions for bad loans after a change in banking regulation.. The loss for the three months to March 31 was deeper than what the market had expected. Analysts on average had expected SBI to report a loss of Rs. 1,285 crore, according to Thomson Reuters data. In the December quarter, SBI had posted a loss of Rs. 2,416 crore.

SBI management projected a recovery over the next two years, sending its shares nearly 4 per cent higher on Tuesday. SBI shares also extended gains today, rising over 3 per cent. “Last year was a year of despair. This year is a year of hope, and next year will be a year of happiness,” said Chairman Rajnish Kumar after the results. SBI, which accounts for more than a fifth of India’s banking assets, said it aims to grow loans at an annual average of 12 per cent through March 2020, nearly halve its gross non-performing loan ratio, bring down provisioning costs and improve margins.

Government Might Not Sell Air India If Bids Below Floor Price



The central government might not sell its stake in the ongoing divestment process of the national passenger carrier Air India, if bids do not meet a minimum threshold value or floor price estimated for the airline.

Civil Aviation Secretary Rajiv Nayan Choubey said that the government had hired asset and enterprise valuers, who have estimated a minimum floor price or net worth of Air India under the current divestment norms.

According to Choubey, just like any bidding process, the qualified bids have to be above the floor price. “The government retains the right to sell or not to sell Air India, if the bid price is found to be inadequate…,” Choubey told reporters in New Delhi.

However, Civil Aviation Secretary said that there has been a substantial interest that has been generated around the process and that the government expects a robust response.

Rural Postal Workers Commence Strike, Delivery Of Posts Affected



The National Federation of Postal Employees (NFPE), which represents around 4 lakh staff, has called for nationwide strike on August 23 to press for implementation of benefits suggested by the Gramin Dak Sevaks committee report, the federation’s secretary general, R N Parashar, told PTI.

The threat has come at a time when another postal staff union, All India Gramin Dak Sevak Union (AIGDSU) that claims support of around 1.8 lakh GDS, has already been on an indefinite strike since last week to press for implementation of the committee’s report.

The indefinite strike commenced by the rural postal workers on Tuesday has badly hit the delivery of posts and money orders in rural areas in 12 districts that come under the Trichy postal region.

Deutsche Bank Planning To Cut 10,000 Jobs To Reduce Costs, Says Wall Street Journal



Deutsche Bank is planning to cut 10,000 jobs, or about a tenth of its global workforce, as part of efforts to reduce costs, The Wall Street Journal reported on Wednesday. The Journal, citing unnamed sources, reported that job cuts were likely to extend into 2019.

Separately, Bloomberg News reported the lender was planning to withdraw from a number of equities markets across the globe.

The Bloomberg report, which also cited unidentified people, said that Deutsche would sharply scale back its presence in the United States, and had started cutting activities in Central Europe, the Middle East, and Africa.

4 लाख 39 हजार पेंशनर्स को सातवां वेतनमान देने पर आज होगा फैसला

राज्य सरकार प्रदेश के 4 लाख 39 हजार पेंशनर्स को शासकीय कर्मचारियों के समान ही 1 जनवरी 2016 से सातवां वेतनमान देने जा रही है। इस बारे में मंगलवार को होने वाले कैबिनेट की बैठक में विचार किया जाएगा। वित्त विभाग द्वारा इस संबंध में लाए जा रहे प्रस्ताव में पेंशनर्स को 1 जनवरी से 2016 से 31 मार्च 2018 तक बढ़ी हुई पेंशन का एरियर दिए जाने के संबंध में कोई जिक्र नहीं है। पेंशनर को अगर यह लाभ दिया जाता तो उन्हेंं एकमुश्त 28 महीने की बढ़ी हुई पेंशन में न्यूनतम 25 हजार से अधिकतम 2.50 लाख रुपए तक मिलते। कैबिनेट में लाए जा रहे प्रस्ताव के अनुसार 31 दिसंबर 2015 तक रिटायर हुए 4 लाख 39 हजार पेंशनर्स को सातवां वेतनमान दिया जाना है। जबकि सरकार ने 1 जनवरी 2016 के बाद रिटायर हुए 49 हजार पेंशनर को सातवें वेतनमान के अनुसार लाभ दे चुकी है।

Subject: Implementation of CCS (RP) Rules, 2016 – Exercising of option for fixation of pay
This is regarding exercising of option for fixation of pay in the revised pay structure in terms of following provisions of CCS (RP) Rules, 2016:
Para 5 Save as otherwise provided in these rules, a Governments servant shall draw pay in the Level in the revised pay structure applicable to the post to which he is appointed.
Provisio 1: Provided that a Government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increments the existing pay structure or until he vacats his post or ceases to draw pay in the existing pay structure.
Provisio 2: Provided further that in cases where a Government servant has been placed in a higher grade pay or scale between 1st day of January, 2016 and the date of notification of these rules on account of promotion or upgradation, the Government servant may elect switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.
2. Regarding the aforesaid provision, clarification was sought from Ministry of Finance/Dept. of Expenditure on the issue of exercising of option for fixation of pay by the government servants in 6th CPC Pay Structure till their promotion which falls after the date of notification of CCS (RP) Rules, 2016 (i.e. 25.07.2016).
3. Now, MoF(DoE) have issued clarification dated 19.03.2018 (copy enclosed) wherein it has been clarified that the option for fixation of pay in the revised pay structure after the date of notification of CCS (RP) Rules, 2016 i.e. 25.07.2016 cannot be exercised as Rule 5 of the said Rules provided for option only for promotion taking place upto 25.07.2016 (date of notification of the said Rules)

Amendment of Rule 16(1) of AIS (Death-Cum-Retirement-Benefits) Rules, 2018

G.S.R.457(E). — In exercise of the powers conferred by sub-section (1) read with sub-section (1A) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Government of Jammu and Kashmir, hereby makes the following rules, further to amend the All India Services (Death-Cum-Retirement-Benefits) Rules, 1958, namely :-
1 (1) These rules may be called the All India Services (Death-Cum-Retirement-Benefits) Amendment Rules, 2018.
(2) They shall be deemed to have come into force from the date of their publication in the Official Gazette.
2. In the All India Services (Death-Cum-Retirement-Benefits) Rules, 1958 in rule 16, after the third proviso under sub-rule 1, the following proviso shall be inserted, namely :-
“provided also that a Member of the Service holding the post of Chief Secretary to the Government of Jammu & Kashmir may be given extension of service, under exceptional circumstances, for a period beyond six months but the total term as Chief Secretary not exceeding three years and up to the age of sixty-two years, whichever is earlier, on the recommendations made by the State Government of Jammu & Kashmir, with full justification and in public interest, with the prior approval of the Central Government”.

7th Pay Commission Increment Given In Two Dates – Illustration



7th Pay Commission increment – Revised Pay Rules 2016, provides for two dates for annual increments viz., 1st January and 1st July 2016 to take care of delayed annual increments and consequent Pay anomaly

(1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:

Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion or grant of financial upgradation.

(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

Income Tax Returns (ITR) Filing: Steps To E-Verify Using Aadhaar OTP



Tax payers can use Aadhaar based e-verification of their Income Tax Returns (ITR) for making ITR filing easier and quicker, informed UIDAI on it’s official twitter handle.

UIDAI (Unique Identification Authority Of India) is mandated to issue an easily verifiable 12 digit random number as Unique Identity – Aadhaar to all residents of India, as mentioned on the official website of UIDAI.

16.65 crore individuals have verified their PAN (Permanent Account Number) with Aadhaar. They can now also instantly e-verify their income tax return using Aadhaar OTP, the tweet further added.

Railway Ministry’s New Circular Confirms Closure Of Hospitals, Employees Cry Foul



Consequent to the decision taken by the railway ministry to close hospitals as per the recommendations of the Bibek Debroy committee, guidelines have been issued for entitlement of wards in railway empanelled hospitals for beneficiaries based on their pay drawn as per the 7th pay commission.

Meanwhile, railway employees alleged that the entitlement should be based on the treatment one undergoes and not on the basis of salary.

A letter in this regard was circulated to all the railway zonal general managers by the joint director (II) of health, railway board H K Sanhotra dated May 11.

Accordingly, employees getting up to Rs 47,600 salary will be allotted general wards at the railway empanelled hospitals. Employees drawing up to Rs 63,100 will be allotted semi-private ward while private wards will be allotted only for those who are getting a salary of Rs 63,101 and above.

Telangana Government Lifts Ban On General Transfers



Handing out a series of sops, Telangana Chief Minister K. Chandrasekhar Rao on Wednesday announced the setting up of a Pay Revision Commission in three days to revise salaries and pensions for 4.5 lakh employees and 1.8 lakh pensioners.

Mr Rao said the CPS was not under the purview of the state government but the Centre had to take a decision on abolishing it. Staff unions which are agitating against the CPS say that it works against the interest of employees and pensioners.

“Earlier, the PRCs used to take years to submit reports. But, we have now brought a revolutionary change to expedite the process. Earlier, the PRC used to be a one-member commission. This time, it will be a three-member commission,” Mr Rao told the media at Pragathi Bhavan here.

7th Pay Commission: Madhya Pradesh Employees To Get Increased DA



The Madhya Pradesh government on Wednesday announced increased Dearness Allowance (DA) to Madhya Pradesh employees, officials said. An increase of 2 per cent in DA as per the 7th Pay Commission’s recommendation and 3 per cent as per 6th pay panel had been done.

As per Finance Department Principal Secretary Pankaj Agarwal’s orders, the DA increase as per both the pay panels has been increased with effect from January 2018 and payable from February 2018 onwards.

According to officials, the decision on payment of increased DA was taken in a Cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan.

Taking Calls While Driving Not Against Law, Rules Kerala High Court



The Kerala high court on Wednesday ruled that talking on the mobile phone while driving is not an offence, unless it can be established that the act, in the particular instance when the driver was caught, had endangered public safety.

A division bench of the court said that there are no provisions in the existing law to book a person for speaking on the phone while driving.

The high court was hearing a petition by MJ Santhosh, a resident of Kochi, who was booked by the police under Section 118 (E) of the Kerala Police Act and Section 184 of the Motor Vehicles Act for talking on the phone while he was driving.

Legal Framework That Governs Aadhaar Issuing Authority Needs Overhaul – NIPFP



A working paper published by Delhi -based think-tank National Institute of Public Finance and Policy (NIPFP) has called for a complete overhaul of the legal rules that bind the functioning of the Unique Identification Authority of India (UIDAI), the agency that issues the Aadhaar number. It says that the agency may have been delegated too many responsibilities without adequate checks and balances. 

The paper evaluates the legal framework under which the Aadhaar Act and the Aadhaar Regulations operate. It seeks to understand whether the law and regulations are precisely and clearly drafted, if the law embeds accountability principles that shape the structure and functioning of the UIDAI and evaluates the grievance redress and enforcement provisions that are integral to the integrity of the system and are supposed to create a sufficient deterrent effect. However, it expresses no views on the constitutionality of the Aadhaar Project, which is presently sub judice before the Supreme Court and restricts itself to the evaluation of the Aadhar legal framework on issues of accountability, delegation, and grievance redress, purely from a policy perspective.
